Applications are invited from suitably qualified candidates to fill the following positions within the Research Council of Zimbabwe (RCZ).

  1. Research Prioritisation, Control and Coordination Manager

Reports To:     The Executive Director

Duties and Responsibilities

  • Drafts National policies, manages research prioritisation processes using agreed frameworks and methodologies
  • Conducts research audits and implements strategies to ensure that persons, plants and the environment are protected from the effects of potentially harmful research.
  • Makes recommendations on creation of new research councils.
  • Ensures the disbursement of research funds according to given approvals.
  • Considers reports on research funded by the RCZ.
  • Facilitates processing of research proposals for funding.
  • Manages the following up of funded proposals for effective implementation.
  • Oversees the production of technical/ research publications.
  • Fosters the publication or refereed journals including e-journals.
  • Oversees updating and maintenance of the RCZ website
  • Any other duties as assigned by the Executive Director.

 

Minimum Qualifications and Experience

  • At least a Masters Degree or equivalent in any of the following areas: – Social Science, Pure and Applied Sciences, Life Sciences, Engineering and related fields, Information Technology from a recognised university.
  • Possession of other relevant post graduate qualifications would be an added advantage.
  • Must have served at Manager or equivalent level for at least four years gaining relevant experience.
  • Must have a clean class 4 drivers’ license.

  1. Marketing and External Relations Manager

Reports To:     The Executive Director

Duties and Responsibilities

  • Marketing and publicising of the Research Council of Zimbabwe with a major emphasis on resource mobilisation.
  • Creates and delivers a marketing strategy for the RCZ
  • Creates and delivers a public relations strategy for RCZ
  • Plans and oversees the organisation’s advertising and promotion activities including print, electronic, and direct mail outlets.
  • Manages the Resource Mobilisation function.
  • Drafts evaluation reports on the utilisation of organisational funds
  • Organises research symposia, conferences, workshops, seminars, meetings and related activities.
  • Makes recommendations to the Executive Director on donations to be made by Council.
  • Produces annual reports.
  • Ensures the proper servicing of the Committees of Council.
  • Researches and writes discussion papers, analysis of documents and proposals needed to assist RCZ in determining and meeting its long, medium and short term goals.
  • Manages international relations of the RCZ.
  • Any other duties as assigned by the Executive Director.

 

Minimum Qualifications and Experience

  • At least a Masters degree or equivalent in any of the following areas:- Marketing, Media – Advertising or related field from a recognized university
  • Possession of other relevant post graduate qualifications would be an added advantage
  • Must have served at Manager or equivalent level in an office responsible for marketing for at least four years
  • Must have a clean class 4 drivers’ license

  1. External Relations Officer

Reports To:     The Marketing and External Relations Manager

Duties and Responsibilities

  • Write reports on international Bodies which RCZ can have linkages with as well as drafting relevant agreements and Memorandum of Understanding with the identified Foreign Bodies.
  • Generally responsible for ensuring that RCZ maintains appropriate international collaborations with other international research institutes.
  • Develops and implements an external relations strategy, consulting on internal and external needs and expectations, ensuring RCZ seizes any availed international opportunities, by adopting contact programmes, prioritisation, coordinating lead contacts and encouraging information sharing.
  • Engages Ministry of Foreign Affairs on protocol involving external relations.
  • Coordinates a diary of external appearances for senior staff, opportunities created, items prioritised as well as media relations tie-ins.
  • Organises workshops, conferences, meetings etc. and produces reports or minutes as required.
  • Any other duty as assigned by the Supervisor.

Minimum Qualifications and Experience

  • At least a degree or equivalent in any of the following areas:- International Relations,  Political Science or Marketing from a recognized university
  • Possession of other relevant post graduate qualifications would be an added advantage
  • Must have served at a senior level for at least four years gaining relevant experience
  • Must have a clean class 4 drivers’ license

  1. Technical Officers x 2

Reports To:     The Research Prioritisation, Control and Coordination Manager

Duties and Responsibilities

  • Services Research Council of Zimbabwe Committees.
  • Prepares concept papers for the RCZ committees.
  • Receives research proposals and prepares preliminary evaluation reports for consideration by the manager.
  • Drafts Calls for Research proposals and places them in the public media.
  • Ensures that official publications of RCZ are distributed widely.
  • Writes reports on research and technical information for the Research Council of Zimbabwe.
  • Writes official publications of RCZ to known international standards.
  • Researches on publications of interest to RCZ and makes appropriate recommendations.
  • Produces reports on expired patents of interest.
  • Prepares summaries of scientific and technological reports.
  • Organises workshops, seminars and biennial science and technology symposia and produces reports and minutes as required.
  • Works as an individual or in teams on various scientific and technical projects.
  • Drafts budgets for research projects.
  • Attends to all matters of Foreign Research.
  • Any other duty as assigned by the Supervisor.

 

Minimum Qualifications and Experience

  • At least a degree or equivalent in any of the following areas: – Information Technology (most preferred) Social Science, Pure and Applied Sciences, Life Sciences, Engineering and related fields from a recognized university.
  • Possession of other relevant post graduate qualifications would be an added advantage.
  • Must have served at a senior level for at least four years gaining analytical, data management and writing skills.
  • Must have a clean class 4 drivers’ license.

  1. Chief Accountant

Reports To:     The Finance and Administration Manager

Duties and Responsibilities

  • Responsible for implementing RCZ`s accounting system.
  • Prepares Revenue and Expenditure Forecasts.
  • Prepares monthly, quarterly, bi-annual and annual financial statements.
  • Co-ordinates the development of financial control systems that will ensure efficient and effective collection and disbursement of funds.
  • Undertakes regular and proper reconciliation of all accounts.
  • Reviews, investigates, and corrects errors and inconsistencies in financial entries, documents, and reports.
  • Any other duty as assigned by the Finance and Administration Manager.

 

Minimum Qualifications and Experience

  • At least a Masters degree or equivalent professional qualification in any of the following areas:- Finance and Accountancy from a recognised university
  • Possession of other relevant post graduate qualifications would be an added advantage
  • Must have served at a manager or equivalent level or at least four years gaining relevant experience

  1. Internal Audit Officer

Reports to:       Audit and Risk Management Committee and the Executive Director

Duties and Responsibilities

  • Responsible for systematically sampling the adequacy and reliability of internal control and accounting systems.
  • Directs review and verification of records, compliance with standards, policies and recommends changes.
  • Ensures that company policies and procedures are followed and establishes techniques to discover and prevent fraud
  • Selects areas for operational accounting.
  • Develops audit procedures and systems
  • Reports on audit findings and recommendations.
  • Plans, organizes and carries out the internal audit function including the preparation of an audit plan which fulfills the responsibility of the department, scheduling and assigning work and estimating resource needs
  • Reports on the value for money that the Council obtains in all its activities with special regard to economy, efficiency and effectiveness

Minimum Qualifications and experience

  • At least a degree or equivalent in any of the following areas:- in Finance, Accountancy or Auditing from a recognized university
  • Possession of other relevant post graduate qualifications would be an added advantage
  • Must have served at a Senior level as an Auditor for at least four years
